Former CIA Analyst Ray McGovern: Human Rights and the National Security State

Ray McGovern is a man of conscience and activism. Mr. McGovern was a CIA analyst from the administration of John F. Kennedy to that of George H. W. Bush, his duties included chairing National Intelligence Estimates and preparing the President’s Daily Brief. In 1990 McGovern received the CIA’s Intelligence Commendation Medal when he retired. In January 2003, Ray McGovern helped create Veteran Intelligence Professionals for Sanity (VIPS) to expose the way intelligence was being falsified to “justify” a war on Iraq. In October 2013, Mr. McGovern, with three former winners of the Sam Adams Award for Integrity in Intelligence, traveled to Moscow and presented his Intelligence Commendation Medal to Edward Snowden.
